When it comes to wild police chases, Most Wanted is better. If you're more into pure racing, I'd pick Carbon due to its diversity.

The pursuit music on this game makes it feel like you're in a LIVE ACTION MOVIE. So serious. It's like the music illustrates the discipline, order, determination, and aggression that the law carries as they're chasing you.
