Technically, cities could enforce Trespassing rules, but choose not to, because the quantity of resources that it takes to enforce every homeless situation will cause a lesser enforcement of other police duties.

for those who don't know the Supreme court stuck down a rulling protecting homeless Encampments this week . States now ,not only California can inforce the laws without being sued.
