In Ottawa, Bank of Canada Governor Tiff Macklem discusses the central bank’s decision to lower its policy rate to 4.5 per cent from 4.75 per cent. This is the bank's second consecutive cut to its key interest rate.

He is joined by senior deputy governor Carolyn Rogers.
