Because bureaucrats and Senior Officers can say this is what the experts told us to do, and can therefore deny accountability when something goes wrong or service men and women leave because of the changes??? MAYBE??

Perhaps because they have no skin in the game, so can review objectively and independently? Less likely to get biased analysis? It vey much depends on who those 'experts' are I would think.
