It's a tiny spring and easy to lose!

Well close....the main job of that thermostatic arm is to keep the choke open when the hot mower is shut off. If the engine is warm/hot and you restart, you want that choke open or it will flood. If you allow the engine to cool down before restarting, the arm will move back and the spring tension will allow the choke to close for a cold restart.
