I actually think bill is lawful evil. He gets people to sign contracts and abides by them, but uses cons, wordplay, and just straight up loophole exploitation to break or bend them.

Something I love about Bill's deals is that he never lies, he does do his end of the deal in a twisted way Ford wanted help researching Gravity Falls, Bill provided the help Dipper wanted a clue to help him find the author of the journals, Bill broke the laptop and allowed Dipper to find out that McGucket made the laptop Mabel wanted summer to never end, Bill put her in a ball where she can keep summer going forever
