VLS:100% effective (sometimes its a bit strange)
Chaff: 70% for lock on missiles only-Not manual fire
CIWS: 50% if in range
Noisemakers: 50% can only catch 1 torpedo-Work if they are closer than targeted ship
Mk 70 MOSS-Torpedo noisemakers basically

Tip for submarine atack users: Do never face the submarine towards the enemy instead have the front as far as from they cause from the bacc you can put noisemakers and make the torpedoes dont hit ya (this is recomended if you SUCK WITH THE MARK MOSS torpedo noise maker AIM)
