I guess it's pretty safe to say that one of the production ideas for this movie was to have the people in the suits switch around their costumes a bit so that it could look like there's more clowns than there actually were I'm not saying that the bad thing. In fact that's actually a very genius move when you have a very limited budget.

I really gotta give it to this guy, he really did his homework on this one it shows cause he even included Magori who is on the poster art and only seen for a second or two in the final act of the film. P.S If you wanna tell the differences between Rudy and Magori, look at the nose and face paint there is a clear difference.
