At a lower voltage, charging does not do anything, it even harms a battery that has 1.3V and is charged the next day and the internal resistance increases dramatically. I also tried charging impulsively, cyclically for 3 seconds. charging 1 sec. discharge with the same current. I also tried 3 sec. charging 3 sec. discharge with 3 times lower current. It didn't help, no results! The next day the internal resistance of the cell increased, even with a small load the voltage dropped quickly.
