Yes. There should be barriers as a protection. Check How Hong Kong and Singapore train stations protection for people.

Why the media will not show footage of what the parents were doing before the stroller fell? Isnt that a critical part of the story and information others could use to prevent this from happening again? Train platforms are very flat how can this happen?
