Apparently you can't dig on mountains and rock formations. So that tree is probably hanging around until Epic decides to change that.

I suggest you make like some sort of main town hall at the top, like you know the biggest prefab build for the shogun palace? Yea that just made out of granite to make something similar to that initial design.
