San Francisco will have to pay up to $1 million per Panda to China every year. To those who don’t know, every Panda is owned by China, even those born in captivity in foreign countries and the zoos will have to pay for every single one. London Breed most like made some agreement ($$$) , which is why she is made the trip to China. It’s the same with Gavin Newsom last year. If the effort was to truly conserve the species, then there would be no barriers that hinders the reproduction and proliferation of the species.
