    The reason it didn’t show up on Xbox is because that specific game instance was using the lower detail graphics. There’s a toggle option in settings to force the HD graphics on console and mobile, it just requires you to leave the area and come back when you enable it

    I was able to find this with free cam when the update came out. Maybe it was supposed to be a race? Or a continuation of city escape as after the bridge, there's an invisible wall with G.U.N robots

    This makes me think that world 11 or 12 might be metal harbor just due to all the detail

    I have a theory. There are city escape assets out of bounds near those hills seemingly random but could that possibly be leftovers from the city escape race meaning possibly metal harbor is in the city escape race map? or all the races were loaded in possibly meaning there could be more races but im going to go with my first guess

    I think all of Metal Harbor is currently coded to be extra details on the world, so console and mobile players are unable to see it, since those versions don't load extra details for a boost on performance. The iceing on the cake is that currently, the option "Force HQ graphics" doesn't work on City Escape (which is probably is a oversight but still), this should be the case as to why it isn't appearing.
