The "god" Nagato and Konan referred to was the demon queen herself Kaguya Ōtsutsuki, Nagato was upper one while Konan was a lower 2 so they weren't technically wrong about it

The part where konan was crying while standing in the forest was after her friend Nagato was killed off, her last actual friend was killed so she mourned over his death quietly in the rain, the part where she says "I am the devil that you forgot" saying she no longer has a real purpose for her to stay in this cruel world

Telling God that they forgot someone that should have been to the afterlife long ago, she had no reason to fight tobi as she was much weaker then him, he was upper 2(even if he can be stronger then Nagato) so he could easily kill Konan if he wanted to, in the end Konan was killed by a hashira the same night she mourned over Nagato's death finally free and will be able to see her friends again
