The Discovery must find the clue on a primitive pre warp planet, but a cult is running the planet and wants to sacrifice people to the rain gods in the tower.

After 800 years from 2401, they have found a COL colony of TMS on a planet. Ties right into Planet of the Fallen Ones nicely. Not really, but close.
