We have to be clear in our minds about the character of the Indian Union [Art 1(1)] that emerged as Union of 14 states from Nov 1,1956 onwards ( Seventh Amendment) ,out of these 13 States granted Autonomy from April 1,1958 onwards, whereas, J&K State enjoyed Autonomy from May 1,1958 onwards for recorded reasons of having joined Dominion Independent India on Oct 26/27, 1947 and the law governing "State Subjects" of 1929 became Art 370 of the Constitution for Sovereign Democratic Republic of India from Jan 26,1950 onwards. Three states of the Indian Union of 29 states handed over by Manmohan Singh Ji to Modi Ji in May ,2014 ,with different background need to be compared for a solution to this potential threat. 1.J&K , that Joined Indian Union by virtue of IOA under Mountbatten PLan of June ,1947 , stands "ACCEPTED" by Lord Mountbatten, the first & last British GG of Dominion Independent India on Oct 27,1947 ,notwithstanding this Plan of Lord Mountbatten ,the last British Viceroy of India having lapsed on the Cut Off Date Aug 12, 1947 ; 2.Goa liberated in 1961 given UT status till 1987 & upgraded as State from April 1,1988 onwards; and. 3. Sikkim joined as an associate state in 1975. why the State of J&K was balkanized in 2019 after 6 decades uninterrupted AUTONOMOUS EXISTENCE with Art 370(1) still holding the' Fort' as an integral part of the Constitution of India - a SPHINX RIDDLE , conceived by the Policy Makers: 1..Bureaucracy led by the Cabinet Secretary ; 2 .Political Executive led by the Prime Minister; 3..President, vested with the Constitutional Law ,and 4.Presiding Officers of both Houses of the 17th Parliament- the Law Makers, leaving no scope for the posterity to decipher this !

I have a question Barkha. When Mr Vaid says that the Jammu region has been "terrorist free" for the last 15 years, what I need to point out here is whether it is wise to label a region terror free only because of the absence of active terrorists? I don't think so. The undercurrents in a kind of political environment that has been in flux for such a long time always bear the potential of a blow back. What we need is a positive peace process substantially addressing civilian issues which the present ruling party has failed to generate. Just saying .
