This is a unilateral contact. A promise to act. The legal obligation is upon the person making the offer, that if fulfilled, they will keep their promise.

For example, to pay $100 for a white painted apartment. While there is no offer to paint the apartment, if the apartment is painted white, then $100 will be paid.

Legal libability is to pay $100 for a white paint apartment.
