but Tai Lung and Feng Huang both studied at the Jade Palace which means that Master Oogway was able to observe them change and become evil while Ding just like you said he was sent to an order of Monk's to train meaning Master Oogway didn't see him change and become evil

In this vein, I think a good way to consolidate his problems is with the idea of 'yin and yang', he seems oddly quick to choose the students who wear their problems, their insecurities, their flaws on their sleeves so to speak, those who proudly show off their yin with their yang, but whenever Oogway sees a student that is too perfect, too kind, too nice, too gifted, he shuts them down, because I believe that in his mind, no one can have that much yin without and equal amount of yang, and in believing that there is darkness, he inevitably creates the darkness.

To be fair, if tai lung did become dragon warrior, once he would see the scroll he would've probably went on a rampage anyways; after training all of his life for effectively nothing.
