By being THIS aggressive towards the Axis before they even did anything remotely dangerous, it would cause the allies some serious internal turmoil because they would be killing potential jobs. Don’t forget this is the Great Depression, and German “Tractors” would be great places to export steel and rubber, giving jobs for the colonies, shipping, and steel mills. It also makes the Allies look extremely aggressive to the point of actually looking like the bad guys. Why get into a hissy fit over useless sand in Libya or uncolonized land with people who are your ally’s ally?
