I think that Muzan meant that Kokushibo is smart and helps him to achieve his goals without disappointing him, because he’s strong and maybe his favorite Upper Moon. But we know that Muzan consider Kokushibo like a submitted like all other demons, we can see it during the Upper Moon meeting

Kokushibo can give muzan a run for his money. Especially with a nichiran blade he’s a user of some of the first breath styles. With him also being a demon, he downright respects Koku

Business partner is basically another term for his favorite demon, the guy’s been Upper 1 for as long as he’s been a demon, maybe not all the 60 years he spent apart from Yorrichi but still. He’s basically the oldest sibling that inherits the parent’s ownings while Doma and Akaza are the younger ones that always complain and can’t do everything 100% right
