The reason some NPCs from HL2 are garbage in gmod is because most or all there scenes are scripted in HL2. Like dog, every dog scene in HL2 is scripted and dog has very little AI

Neutral NPC means that they are friendly to Combine as well as Rebels (Basically they don't get shot at by either side)

This pack has an old version of my DOG throw code, which was broken by Garry's Mod update, it was fixed in my Improved DOG NPC addon.

Actually in episode 1 Alyx gets a shotgun for awhile. So it is indeed accurate. But I think the default weapon option also gives her the 9mm pistol which is not accurate.

If your wondering at all what you need to uninstall, my best guess is LVS. For some reason when it’s combined with the SNPC Particle Resource System, it breaks a lot of particles, mainly explosions and bullet impacts. That’s how it was for me anyway. Although I’m not entirely sure if it will work in your case

for the strider vs dog thing, you need episodic npc fix, it makes npcs use their episodic model which would make them have the animations for it, and mount hl2 ep2

Few interact with either the rebel recruiter or the combine recruiter Metro cop guy, it will allow you to join the team of that faction and if you spawn in any characters that are of the same faction of that recruiter from that pack it will make it so they're friends and the other people are enemies so you can like interact with the Metro cop recruiter and you will join the combine.

I think the reason Dog can’t throw the cars properly is because the cars hitbox is colliding with Dogs as he’s trying to throw it

VJbase has a relationship system that effects what certain NPCs will be hostile to. The rebel and combine recruiters exist so that, when a player interacts with them, they will be affiliated with the combine or rebel faction. Neutral citizens will not get shot by the rebels or combine NPCs because they don't affiliate with any faction. There's a tool for that in the VJbase menu. It's called "NPC Relationship Modifier". It does exactly what the name implies.
