Any thoughts on what this Hawk is doing? I have a idea, but I am no Hawk expert.

I believe this Red Tailed Hawk found a rat that was crawling from the sewers! That’s why it walks on the sewer vent. The hawk hears it scurrying but it can’t seem to find it.
