Gain 1500 gold bullion - When you earn Treasury notes you take them to gold bullion vending machines at Crater/Foundation to get your gold bullion. You then sell the notes tab , tab back and buy the gold rinse and repeat.
The game registers the gold you receive as gold earned despite the fact you never have more than what you should have.
