The question with "city" about Shibuya is by the way absolutely correct: Shibuya is legally a city, all 23 wards are cities, as the City of Tokyo was dissolved into 23 cities in 1946. That's why their is not a mayor of Tokyo, but only of Shibuya, Shinjuku etc. and a governeur of Tokyo
