I think the shadowy figure we see at the end of the chapter is the man marked by flames who is a former rocks pirate member. We saw a silhouetted rocks crew member In chapter 1096 wearing glasses And then in chapter 907 Hina and Garp plainly state that the former rocks crew are gaining strength. We also know Ochoku was still alive at the time BB took pirate island! Finally Oda keeps mentioning Shiki in cannon, in wano, God valley flashback and SBS I think we’re about to see a resurgence soon!
