I feel like Mumei has the same timbre as Gura but tends to speak in higher pitch. So the confusion is if she says something in a particularly low pitch it can get confusing.

When Mumei speaks in high pitch, she can also sound like Ame Look up the "soothing" clip and when she said "thank you", she sounds like Ame, but when she said "for the most part", it's sounds like Gura!

I think one reason why they sound so alike is because of where they lay emphasis in the pronunciations of words, they also have kind of similar speech patterns.
