It's after seeing Fate/Grand Order Babylon, that you realize why Gil gets so mad at Angelica when using his chains, or more like, he is mad because she's using Enkidu's chains.

Angelica could probably never realize just how lucky she was that it was the child version of Gilgamesh that she tried to use Enkidu against. Had it been his older version, the end result would not have been pretty.

after watching Babylonia, I'm seriously Gilgamesh's life choices. like, he has every noble phantasm and he can use them. (we've seen him use a few of them as more than just projectiles in fate/stay night 2004), he has sha naqba imuru so he can therefore see the future and any parallel worlds, has EA and we've seen how powerful EA can be in Babylonia, and he can actually fight hand to hand combat. In 2004 fate/stay night, he was able to match saber in sword to sword combat and in Babylonia, he can be seen fighting two combat servants alone and was able to easily hold his own. He was still able to fight against enkidu even though he's not in his prime anymore. We've seen how his charisma can affect people in Babylonia. He was able to give hope to his people and to mash and fujimaru when they needed it. We've seen him inspire loyalty to his people and he probably could've made the right alliances to finish the war even faster without even having to dirty his own hands. Gate of Babylonia is just a bunch of hacks. if Gil needs anything, he can just whip it out and his ego is too big to be contained by the grail. That's why he was converted to mana instead of being corrupted by the grail like saber. If this man wasn't such a condescending douchebag, the holy grail war would have been good as finished. And I believe that Gilgamesh does care for his people. When he was a kid he was shown that he does care about them. But he was still a inconsiderate tyrant before enkidu came along but after enkidu came along, we were shown in Babylonia that although his people could never truly understand him, his goal was to still preserve humanity and make them independent. In fate/strange fake, he was shown to care a little bit for tine chelc when he gave her a potion of immortality and told her to act like a kid while she still can.
