To be honest, the whole Shaggy meme is... pretty random. It doesn't even make much sense, considering that Shaggy is kind of a coward in the actual Scooby-Doo series. I don't see how he could actually be Ultra Instinct if something as simple as some guy wearing a monster costume scares the shit out of him.
